Delaware Non-Resident Income Tax for NJ Resident?

I am a NJ resident who may be transferring to a job located in Delaware. What is Delaware's non-resident income tax rate, or where can I find the schedule by income bracket? Does NJ have a reciprocal agreement with Delaware as they do with Philadelphia? Does Delaware refund any tax burden above the NJ income tax amount?
