Does an Engineering Partnership Firm who are manufacturers have to pay service tax for Transportation ?

We pay service tax on the way bill/transport bill and is collected from us by the transporters. But still the excise authorities tell us that we have to register for service tax and pay the service tax with effect from 01/01/2005.
